McNear, a Rappahannock resident who is the planner for neighboring Fauquier, suggested that the commissioners study the document for two weeks and then "put noses to the grindstone” in work sessions to prepare the proposed changes for public hearing.
Over the past year, the commissioners have been presented with a chapter of the rewritten zoning laws every month or so but Wednesday night was the first time they had seen the separate articles as a unit. The spotlight was on the flood plain section.
As proposed by McNear. the ordinance continues to rely on soils to deliniate flood plain. But flood plain becomes an overlay zone which means that in Sperryville’s case, all uses allowed in the underlying zone—residential village or commercial village—will be permitted, subject to use limitations.
Permitted by right in a flood plain under the proposed ordinance are:
—Agricultural uses such as general farming, pasture, grazing, outdoor plant nurseries, horticulture, truck fanning, forestry, sod farming and wild crop harvesting.
—public and private recreational uses and activities.
