Before granting any permits, the board would have to consider the land capability, the soil suitability; topography, impact on the environment including (but not limited to) cultural and historical values; protection of natural scenic vistas, watersheds, wildlife and land values; the health and safety of persons residing or working in the neighborhood of the proposed site; and whether it would be detrimental to the public welfare.
Those considerations are in addition to the usual criteria considered in granting permits.
