Local resident Sean Kilpatrick, a white river canoeist, told supervisors’ he would oppose such a change from the standpoint of someone who understands the behavior of high water. “I covet flooded streams because that’s when my sport is good,” he said by way of introduction.
“A flood can happen at any time,” he said. “Sooner or later, they (the riverj) are going to come out bf their banks and do enormous damage."
Kilpatrick gave the example of the flood in Jenkins Hollow four years ago.
