Rappahannock supervisors voted at their September 7 meeting to seek state help in settling a question of jurisdiction over power transmission lines.
The Rappahannock Homeowners Committee of the Izaak Walton League wanted county officials to ask the State Corporation Commission (SCC) to review Potomac Edison’s proposed transmission line from Luray to Sperryville. According to committee spokesman Mike Massie, the SCC asserts that Pot-Ed’s line is not under its jurisdiction because it is less than 200 kilovolts.
Committee member Frank Reynolds, who is staff attorney for the Piedmont Environmental Council, maintains that the SCC does “have jurisdiction if they choose to take it.” Reynolds read a section of state law which gives the commission authority to conduct an investigation and audit of any construction project that involves “uneconomical, inefficient or wasteful practices, procedure, design or
