A deceptively simple proposal before the planning commission carries the ostensible purpose of protecting people from undue hardships that would prevent them from building on their land.
Far be it from us to oppose the rights of property owners to do what they like with their land. It is a noble tradition in our commonwealth that the landed gentry be afforded every courtesy.
However, zoning ordinances were first conceived to protect the greater public good against the individual private mistake.
Building on a floodplain is such a mistake.
In built up portions of the nation, civil engineers automatically design drainage ditches to allow for the “hundred year storm”. This is the worst Hood that could be expected to come along on the average of once in a century. This is a lot of water rushing along in a wave of destruction, pushing aside millions of dollars worth of property. And this hundred year storm is the mimimum that drainage pipes are expected to take.
