available to pay monthly bills as they are submitted for the work. The loan ia repaid as the Authority is reimbursed from the EPA and block granta.
Financial expert James P. Jameison of Sperryville had volunteered to help the Authority with grant anticipation funding and the board had expected to consider a proposal from him at Monday’s meeting. Jameison did not attend, however, and none of the three WSA members present knew the status of his proposal.
Bob Dennis, WSA chairman, said that he had further examined the grant anticipation proposals of Baker Watts, Inc., a Maryland firm, and that he believed that the board could do better. “They found our name on a list of grantees and they contacted us,” he explained in response to a question from Hank Gerhardt, representative of Buchart Horn, the engineering contractors.
“Basically they had two proposals — one that would cost us a lot and a second that would cost us a whole lot,” Dennis said. “I wish Mr. Jameison were here,” he added. “This holds up our agenda.”
Dennis also expressed regret that Douglas Baumgardner, the lawyer working on the easements for the project, did not attend. “We’ve got to move on this,” Dennis said. “It’s time to start tying up some loose ends.”
