Lt. Dale Koglin was sworn in Tuesday as Warrenton police chief.
He had been acting chief since Dec. 21 when H. Gary Heath resigned to spend more time with his family.
Town Manager Ed Brower said he appointed the 1969 Fauquier High School graduate because of his “capabilities and knowledge of the town.” The chief, who earns between $27,700 and $37,100, answers to the manager.
Chief Koglin joined the department in August 1971 and also is the chief of Warrenton’s volunteer fire department.

Department Investigates
Death
The Loudoun County Sheriffs Department is investigating what a spokesman says is the “suspicious death” of Barbara Evans-Smith, a prominent Loudoun resident in her early 60s.
According to initial reports, Evans-Smith’s body was discovered at approximately 11:30 a.m. Monday in the upstairs of her home, Crooked Run Farm, south of Hamilton. Although the official cause of death has not been released pending the county medical examiner’s investigation, initial reports indicate that the victim had been strangled.
The victim was the wife of William Evans-Smith, another prominent Loudoun resident who was an unsuccessful candidate for the board of supervisors.
Sheriffs investigators have not released the names of any suspects, and they have not determined a motive.

Development Fight
The Reston Home Owners Association, a member of which said last week “we can’t stick our heads in the sand,” opted this week to bury its head.
RHOA was asked by residents living on the Reston border to help them fight against three large commercialoffice developments. The RHOA Board declined to get involved, however, saying any position it took would smack of politics.
Herndon Wants
Better Roads
The Herndon Town Council deferred action on two proposed developments in town because it was not satisfied with transportation improvements proposed.
The council also pleaded with the Virginia Highway Department to build another section of the Herndon Parkway, which will carry through traffic away from the downtown area.
