That old English verse illustrates what once was the general attitude toward wife beating. “For years, battering was not illegal. In fact, it wras actually encouraged,” Deane said, citing “the rule of thumb” which held that a man could beat his wife with a stick so long as the stick was no larger in diameter than his thumb. “A man’s home was his castle and what he did in his home was his own business. Home was recognized as a place of strong emotions - and privacy - where society would not interfere.” While attitudes and the law have changed somewhat, too many communities and too many police departments continue to treat battering as a family problem and not the crime it is, Deane maintained.
According to the D.C. policeman, battering comes in four varieties - physical, sexual, psychological and destructive to property and pets.
