some kind of reserve of, at the minii mum, $5,000 that we should start building to be used for improvements to the system,”^Mayor Kramer said. “The only way I know to do that is to raise the rates.”
Raising the high water user rate serves to encourage people to conserve during production problems, but is “counter-productive” as far as gaining more revenue, Mayor Kramer said. “It appears that the only really effective way to generate money at this point, when we don’t have production problems, is to raise the minimum (monthly charge),” he said.
The monthly minimum rate is now $4.45, which Mayor Kramer termed reasonable. “We have got to realize that we can not have a system as old as our system is and not have some kind of sinking fund,” he said. He recommended an across-the-board minimum rate increase.
