Bill jeopardizes
transfer of airports Yet another obstacle has surfaced in the congressional battle to transfer Washington National and Dulles International airports from the federal government to a local operating authority. It surfaced last week, when Sen. Ernest F. Hollings (D-S.C.) introduced a bill proposing that the federal government, which owns and operates the airports, make some $250 million in capital improvements at the airports. “It was a surprise,” acknowledged Rep. Frank R. Wolf (R-lOth), who has cosponsored a bill to transfer operation of the airports. Although Wolf said the Hollings bill “won’t help” in the transfer effort, he added, “I wouldn’t say it dooms it, nor would I say it will pass.” Wolf said he questions whether Congress, given the rising federal budget deficit, will be willing to appropriate millions for airport improvements. “In this climate, I think you’d have a very difficult time getting the Congress to yote $250 million to improve the airports,” he said. “The government is not in a position to spend that kind of money,” he added.
