The Virginia Federation of Humane Societies has taken similar action in other counties to force compliance with state regulations on shelters. According to VFHS president Walt Lane, the General Assembly ordered localities to provide animal shelters in 1977 and the standards now in effect were promulgated in 1977.
Then in 1981, the state advised localities to begin appropriating funds to upgrade existing shelters or build new ones to comply with those standards, Mr. Lane reported.
“When we started five years ago, 95 percent of Virginia’s counties and cities weren’t in compliance. Now they are all in compliance or building a shelter that complies — except for Dickenson and Rappahannock,” Mr. Lane noted.
“We haven’t lost any of the 20 to 25 we’ve taken to court. . .We’re not going to lose on July 11 in Rappahannock, either,” he continued.
As an example, he noted that last week, a judge in New Kent County ordered the supervisors there to proceed “with all due haste without deliberation” in building a shelter
