According to Mr. Lane, many of the suits lodged by the federation are never heard. Before the court date, the locality provides a shelter which complies with state standards. But when a writ of mandamus petition comes before the bench, “the judge normally issues the writ and gives the locality 90 days to comply,” Mr. Lane said.
Asked if the federation would accede to Rappahannock’s latest request for more delay in the suit lodged here in 1984, Mr. Lane replied, “I don’t know. That’s up to our attorney... I know he won’t do anything until he gets official correspondence from Rappahannock’s CA (commonwealth’s attorney).
“But frankly, judging from the past, I doubt if he’s going to take that.”
Mr. Lane called on the people of Rappahannock County to “come out of the 1800s.” The county has been too complacent, according to the president of the Virginia Federation of Humane Societies. “Rappahannock County has ignored the law long enough.”
