had them before. Lotteries were in fact used in the Colonial period to finance public projects, and even Thomas Jefferson remarked that “a lottery is a wonderful thing; it lays the taxation only upon the willing. ”
I plan to reintroduce my lottery bill next month at the special session of the General Assembly. I will propose that one-third of the estimated $250 million raised by the state through sales of lottery tickets be deposited into a special fund for highway and transportation revenue bonds. The remaining two-thirds would be designated for “other highway needs” in the Commonwealth.
As always, my bill would allow for the people to decide for themselves through a statewide referendum on the lottery. The choice is really up to your readers. If they would like to see a state referendum on a lottery, they should tell their state senators and delegates how they feel, and they should do so before September 15th!
In short, it is time to sent Richmond a message.
