of community corrections and supervision are available for non-violent offenders. To begin with, there is intense supervision probation and parole, in which officers are given low case loads so they can provide supervision and services to persons who would otherwise have to be imprisoned. While this costs more than the current probation and parole system it is far less expensive than imprisonment.
Various forms of house arrest and home supervision have been developed for convicted offenders, as well as pre-trial detainees. Some use promising new techniques including electronic devices which monitor departure from the home.
Work release allows a prisoner the daily freedom to hold a job while residing in prison. Meanwhile, prerelease centers _ minimum security institutions costing much less than conventional prisons _ help prepare inmates for release during the last 60 or 90 days of their incarceration.
The reality, is that if we use our prison capacity more intelligently we will find we already have plenty of space for the dangerous members of our criminal population.
