Expanding community-based supervision of convicted felons is hardly a radical idea. Currently there are 20,000 convicted felons serving sentences in Virginia who are not in prison. In fact, the most common sentence for convicted felons is probation, an arrangement under which a person is permitted to live in the community so long as he or she observes the terms of the probation agreement. And almost all inmates are paroled, or released early to serve the final portion of his or her sentence in the community under supervision.
Other states went in the opposite direction in the late 1970’s. Some even eliminated parole altogether, with the predictable results of prison overcrowding and rapidly escalating costs. Some have found it necessary to re-institute parole or similar programs with different names.
