“At this point, it appears likely that Congress will fail to meet the $144 billion deficit target set by law. It also appears that the target will be exceeded by over $10 billion. Consequently, Congress is faced with reductions or holding to last year’s level the appropriations for the activities of many government departments and agencies if we stay on the schedule for a balanced budget by 1991,” the Congressman said.
