“And a dog pound,” added Mr. Stokes.
Again, Mr. Strider and Mr. McCarthy agreed to rephrase and bring that section back to the Commission for further review.
Looking at the type of non-agricultural enterprise which the comprehensive plan says should be encouraged, Mr. Stokes suggested that small conference centers and “think tanks” such as the Freedom Studies Center near Boston be specifically listed along with other non-polluting, small industrial development which will employ local people.
To plan or not to plan?
“Everything in my training as a planner tells me that everyone needs a capital improvements program,” continued Mr. McCarthy, pointing to the requirement for a CIP in the current comprehensive plan. “But now that I’ve been here for five months, I think the last thing Rappahannock County needs is a CIP.” The long range planning for expansion of public facilities which is a prerequisite for a CIP is not possible here, he maintained. “We don’t know what we’ll need until six months in advance of the need!... It takes time to prepare a capital improvements program and I wouldn’t know what to put into one for Rappahannock Countyi”
