Transfers of Literary Fund monies to pay for teacher retirement have grown from $1.5 million, or 4.5 percent of the Fund’s revenues, in fiscal 1980 to a projected $32 million, or half of its entire revenues, in fiscal 1988. Gov. Robb started monkeying with the monies of the Literary Fund and the Trust funds of the Virginia

Supplemental Retirement System in 1983 and now the chickens are coming home to roost for Rappahannock and 80 other school districts.

We should not count the 1.5 million chickens expected from Richmond for Rappahannock before they actually hatch!
