across to the right people who have the authority to do something about it, that I do not believe the State Police and women employees are being paid by the taxpayers of Virginia to physically and mentally abuse anyone taken into custody regardless of the crime they are supposed to have committed. Surely these welltrained (?) people should have been able to control a 98-pound woman without all the marks and bruises.

(Ed. note: According to Sheriff J. H. Woodward, the jail’s policy is that intoxicated persons are not given bedding. He added that the young woman was restrained only after she had attempted to cause bodily harm to herself. “We are authorized to use whatever restraints are necessary to keep a person from inflicting harm on themselves or others. That’s all we did — once she started hurting herself. ”
(Sheriff Woodward said that he spoke with the woman the next morning. “I informed her that the jail has a grievance procedure and asked her if she wanted to file a complaint against anyone. She said no.”)
