Question: Rappahannock’s School Board has a record of staying within its budget and often has unexpended funds at the end of the year. In addition, some $10,000 to $30,000 in state aid comes in at the end of the school year under Virginia’s reimbursement schedule. Traditionally, the Supervisors have put this money in the county’s general fund. What is your opinion on spending it for the schools, either putting it towards capital improvements, using it to retire the building debt or depositing it in a general education fund?
A1 Henry: “I have no problem giving it to the schools ... I just would like to know where it’s going to be spent. I want to know what’s going on.”
Frank Fishback: “I have no problem giving it to the School Board, but it should be earmarked for certain projects . . . decided on jointly by the Supervisors and the School Board.”
Ron Frazier: “I’m definitely in favor of returning it to the school system, whether it’s spent for educational programs or capital improvements . . . Return it to them, and maybe in the future, we won’t see an inflated budget. It would build mutual trust.”
Hubert Gilkey: “I have no problem returning the money to the schools, but I’d like to see it go either to capital improvements or debt service.”
Lee Bird: “It should be returned to the school system . . . The School Board and the Supervisors should agree on the purpose for which the money is to be spent.”
Charles Estes: “If you have a good budget to begin with, you won’t have a vast amount left over at the end. But I have no problem with returning it to the schools. That might discourage a last-minute spending spree.”
Mike Massie: “I think the money should go back to the School Board . . . No question that, this year, the need is for the capital outlay project. But in the future, I think it should go to retire the building debt.”
Ellis Bingham: “It should go back under the Board of Supervisors, but the School Board chairman should have first strings on it.”
