Improving the two-lane portion of Rt. 211 as an alternative to the proposed building of parallel lanes would basically mean constructing an entirely new twolane highway if current safety standards are to be met, according to Ken Phillips, the state’s assistant location and design engineer.
“There’s not too much of that old road that can be* used,” Mr. Phillips said, specifically noting problems in providing adequate sight distance over the “considerable roll in grade.”
The value engineering study which recommended improvements to the existing road as an alternative to dual-laning was conducted as part of an educational class for Virginia Department of Transportation personnel held in Fredericksburg last winter.
