lie hearing on the Rt. 211 improvement project held last month at the Rappahannock elementary school, opponents of the dual-laning asked to see a value engineer study. Members of Friends of Old Rt. 211 maintained (1) such a study had been done and (2) that it recommended against dual-laning, and they challenged the highway department to show otherwise. But the engineers neither denied nor confirmed those allegations, although at the close of the public hearing, the VDOT representatives did respond to other statements which had been made.
A copy of the value engineering study was later obtained from VDOTs Culpeper District office by Richardson White Jr., a Sperryville resident and member of The Friends of Old Rt. 211. “There was a certain amount of shuffling around, but they produced it without any serious otv jections,” Mr. White reported.
(In a telephone interview Aug. 16 from his Richmond office, Ken Phillips, VDOTs assistant location and design engineer, said that at the time of the public hearing at RCES, the design and location engineer for Culpeper District had not completed his review and comments on the value engineering study.)
