“If you plan what you want to do, adopt the plan, implement it consistently (with zoning and subdivision ordinances), the county is yours,” said planner Michael Congelton. “The future is up to you!”
This note of optimism was struck repeatedly by the speakers at the public program on development sponsored by the Rappahannock League for Environmental I^otection, held on Sept. 30. The planning experts — Clarke County administrator Bob Lee and Mr. Congelton, former zoning administrator for Stafford, Prince William, and Loudoun counties and now assistant planning director for Fairfax — did not subscribe to the theory that growth is inevitable and will never end, or what RLEP director Bob Dennis characterized as “the philosophy of the cancer cell” as it relates to “the ‘D’ word —development or destruction.”
Instead, they held out hope that with good planning and the will to carry out that planning, Rappahannock can look in 100 years much as it does today.
