“That would be pretty tough,” Carson Johnson agreed, “to go back to people who have already been billed and paid and ask them for more money.”
The three authority members present at the meeting approved the rate increase by a unanimous vote.
Mr. Johnson said that the operation of the plant has been mostly trouble-free, though “there’ve been a few more maintenance problems than expected.” Mostly, he said, a number of faulty switches have had to be replaced, and several pieces of equipment at private homes have been damaged by vehicles backing over or into them.
“If we could get guardrails up around the boxes, that would eliminate some of the problems,” Mr. Swindler said.
One problem which some had predicted, frozen pipes in the winter, has not materialized. “We’ve had no problems with frozen pipes — not even those on the bridge,” the WSA secretary added.
“And there’s a definite improvement in the quality of water in the river," Mr. Johnson said. At his son’s Riverside Body Shop, Mr. Johnson said, the smell of sewerage in the river became quite apparent in past years. “Heretofore it would block up against rocks and you could really smell it.” This summer, however, “even as low as the water has been, it’s just as clean as a little field branch.”
