Without that message, “the quality of life in Rappahannock County will change—change forever and not for the better,” Mr. Lee said. But with that message and with good comprehensive planning and consistent administration of the zoning and subdivision ordinances to carry out the plans, “Rappahannock County can be a special place for many years to come,” he concluded.
