• confirmed that six EDUs are still being reserved for Rob Brown, who plans to build apartments on a small lot on Main Street. Although the county denied Mr. Brown’s application for a six-unit building, a revised application containing less units may be submitted. In that case, the extra EDUs would be released, Mr. Woodard confirmed.
• directed Mr. Swindler to contact the company contracted to pump the system’s tanks to confirm that the remainder have been pumped out or are scheduled for that operation.
• requested Mr. Johnson to meet with opeartor Tim Falls to make sure that monthly reports are filed with the state Water Control Board on time. Mr. Woodard said that a notice had been received that a report was delinquent.
• reported that biological oxygen demand testing (BOD) is still being handled by an outside firm. Mr. Falls was to be trained to do the test, but the incubator at the plant is not able to handle the test. The WSA will attempt to locate a replacement, Mr. Woodard said, if it is not more costly than the savings in performing the test in-house.
• heard that the state has not responded to questions about requirements for de-chlorination equipment to remove the chlorine added at the plant to kill bacteria. The state requires that “basically zero” chlorine be in the treated water discharged into the Thornton River.
