Mr. Baumgardner said that it is still early in the political year, “and I’m not endorsing anyone at this point.”
He agreed with Mrs. Greco's assessment of the Democratic chances to regain the seat. Although the Seventh Congressional District is the most Republican in the state, the 31st House District, particularly Rappahannock and Warren counties, “are more Democratic than any other, and get out a stronger Democratic vote,” he said. The district also includes Clarke County, as well as parts of Fauquier and Culpeper counties.
Mr. Baumgardner pointed out that, “Our voters provide strong margins for Virginia-style Democrats.” In 1985, of the 29 precincts in the 31st House District, Gov. Gerald Babies carried 22, Lt. Gov. Douglas Wilder carried 17, and Attorney General Mary Sue Terry won in 28.
And in 1988, former governor Charles S. Robb swept all 29 precincts on his way to a seat in the United States Senate. “We Democrats believe that this is a competitive district — more so than most districts in the Seventh,” he said.
