ii me pumping is done by Mr. r ails, the Authority needs permission to put the sludge pumped into the Sperryville treatment plant. That would require an amendment to its discharge permit, which regulates the effluent which is allowed to flow back into the Thornton River
And other potential contractors have indicated they could offer the service for a much lower cost if they also could deposit the sludge in the treatment plant, but again that would require permission from the state Health Department. Mr. Falls has told Authority members he believes the treatment plant would operate more effectively with sludge in it, because the liquid now going into the plant leaves it “starved” for bacteria.
Mr. Woodard had volunteered to follow-up on what steps are needed to get Health Department permission to put the sludge into the plant, but has no answers yet. The tanks are supposed to be pumped at least every five years, and the Authority had hoped to keep most tanks on a three-year cycle, with some tanks pumped as often as once a year. It has now been four years since some tanks were pumped, and none have been pumped within the past year.
With no quorum at the Dec. 7 meeting, it now appears that any decisions will wait.
