Piedmont District Supervisor Charles K. “Pete” Estes asked if the county would have civil as well as criminal jurisdiction. Mr. Luke and Sheriff Woodward agreed that civil law would be involved also.
“Civil could be a problem too,” Mr. Estes said. “We may have to have a zoning category for land that is in the Park. Our building codes would apply up there too.”
Mr. Luke said, “As it is now, Federal law says they have to comply with local law if it is more strict.” He said that only one person is now living in that part of the Park which is in Rappahannock County.
Sheriff Woodward explained that the only taxes the county could collect would be for dog tags and motor-vehicle stickers. “We may come back and say we want a resolution
