As I envision it, this tree protection program would be entirely nonbinding; some of our notable trees won’t survive necessary construction projects, even with the best of planning and intentions. I would hope that the highway department, utility companies, builders and developers, as well as individual landowners, would voluntarily consider a tree’s designation as “notable” in their plans for road improvement and other projects.
