"Encourage screening is so watered down, it is meaningless,” Chairman Louise Van Dort said, "Even a new person who fills his lot with junk cars wouldn’t respond to ’encourage,”’ she added.

“Even if there is no way to enforce it, I wouldn’t like to see it go,” member Arthur Neufeld said.

“Do we just take off the books things that today aren’t enforced?” Ms Van Dort asked. ‘The zoning ordinance is there for many people, not just the one, two, or three who are looking out for their own interests. ”

They voted to add language that would allow the zoning administrator as well as the Town Council to waive some of the requirements for detailed plans if they aren’t applicable. Member Stuart Willis brought up the issue, saying the present ordinance would require an applicant to submit site plans, parking and traffic flows just to add a partition inside a building.

They decided to ask town attorney Frank Reynolds why the ordinance seems to require that uses that are non-conforming as a result of rezoning must cease. They also will ask Mr. Reynolds for his advice on including language requiring a certain percentage of a lot to remain open.

The planners decided to hold another work session on the zoning ordinance on Dec. 14 at 7:30 p.m.
