county’s animal shelter. The county contracts with RAWL for the care of the animals at the shelter. RAWL has been far more successful than most shelter operators at finding adoptive homes for stray dogs.
When no one else asked to speak at the public hearing, it was closed, and board members queried Librarian Nicki Lynch about the Library Board request for an additional $9,077 in county funds. \
Hampton District representative Mike Massie noting there would be two employees at the library part of the time, asked whether this was necessary. Mrs. Lynch said, “I believe it is.”
Library Board member Frank Warner said that the county is fortunate to have volunteers working in the library. “But you ought not to budget volunteers,” he said.
Mr. Massie said the only bright spot in the budget is that the Fire and Rescue Association was asking for less this coming year than in the 1 current year. He said federal and state governments have gone from paying 52 percent of the school budget in 1984 to 48 percent in 1993, and this accounts for 12 cents on the tax rate. “They’ve forced local county boards of supervisors to raise taxes,” he said.
