Mr. Massie noted that the supervisors had explored “all the options three of four times over” before deciding to borrow money and build the new landfill cell. / He said the current county debt is $2.88 million, which works out to about $424 per citizen. For Fauquier it is about $815 per person, for Culpeper about $564, for Page about $400, for Madison $478 and for Warren County about $131, he said. He noted that Warren County is about to have its debt “skyrocket” for new school buildings. He said with the additional debt for the new landfill cell, Rappahannock’s debt will increase to about $645 per person.
He said the county is on a strictly “pay as you go” basis except for big projects. i .
Wally Cox, who has prepared the county budget for 25 years said, “I cut myself out. I have enjoyed working with the fine people of Rappahannock.” He said his initial contact with the county was a job interview with “Jock Brown and Newbill Miller on a cot.” 1
