Finally, in exasperation, Dickie Cranwell offered the Allen budget as a substitute motion for the budget under consideration, saying “Be careful of what you ask for, you just might get it.”
At this point the Republicans realized that they would have to take a stand on Allen’s budget. They were going to have to go on the record. They began to wiggle, to twist and turn, and to try every parliamentary trick in the book to avoid a vote on that budget. But in the end they had to vote. No Republican in the House of Delegates voted for it. Only six Republicans in the Senate voted for it.
