There are, of course, state mandates of class size. If I understand correctly, the states says that a. 5jth grade class can have no more than 35 students per teacher. Can you imagine 35 ten and eleven-year-olds in one class with one teacher? Somehow I don’t think that would be very effective. Also the mandate is based on a class average of the 4th, 5th and 6th grades. So two grades can have a very small number of students and one grade a very large number of students, just so it averages to the state mandates.
