The WSA has until December 1 to submit to DEQ “a plan and schedule for completion of infiltration and inflow identification and reduction work.” Unless the WSA can find another way of reducing the storm surges, they will have to install the tank and take out a loan to pay for it.
Mr. Jenkins has been working on solving the surge problem in other ways. Many of the covers, over the tanks have been replaced and new seals have been installed. Several leaky tanks have been repaired. Until recent spring rains, it has not been possible to determine how successful these efforts have been. There have also been modifications at the plant to “reduce the sludge return rate.” Mr. Jenkins said these things have “helped but not enough.” During heavy surges there are still discharges from the plant which violate the permit.
WSA members met with DEQ representatives in late May. Mr. Estes said they encouraged the authority to go ahead with the smoke tests but also required they begin the process of applying for the loan. They were very impressed with the appearance of the plant, Mr. Estes reported.
