Wilson nominated his wife Ellen Manson and Hubert Gilkey nominated Paul Nichols. The supervisors will make appointments for these two vacancies June 19.
County Administrator John McCarthy reported that about nine more inches of clay are needed for the pad for the liner at the new landfill cell. He said he had visited Richmond to meet with representatives from the Department of Environmental Quality to discuss establishing an artificial wetland for treatment of leachate at the landfill. He said he received enough encouragement to plan to go ahead with a proposal.
He turned the meeting over to Jackson District representative Ellis Bingham to describe a new daily cover for landfills now being used in Fauquier County where Col. Bingham is in charge of the landfill.
Col. Bingham said the process called “posishell” involves spraying “polypac” a mixture of cellulose, from shredded newspapers, and polyfiber, similar to a material used in manufacturing fiber glass, with “kiln dust” and water over the material that is spread on the landfill each day.
He said it hardens and resembles stucco. “This is the latest technology, completely environmentally safe,” he said.
He said buzzards can not get through it to raid the landfill and it eliminates the problem of blowing debris. “It is as aesthetically pleasing as a landfill can be,” he said. “Our buzzard population has left. Unfortunately they probably moved here.”
