the Allen budget is the result of Democratic planning conveniently ignores a number of important facts. I do hope that the Democratic party had a legislative agenda or game plan when this session of the General Assembly began. 1 would be surprised if they did not.
But no legislative agenda will survive popular opposition. If the people of Virginia had written letters favoring the Allen budget by a ten to one margin, it would have passed. Instead the ratio was reversed, running ten to one against that budget.
No Democratic game plan could have seen leading Republicans like Til Hazel or two former Republican Governors opposing the cuts in education. The opposition to that budget was real, broad based and bipartisan. It wasn’t the General Assembly who said no to George Allen and his budget. It w as the people of Virginia.
The assertion that Virginia needs a tax cut because of a growth in government spending ignores the fact that under Governors Robb, Baliles and Wilder there was no tax increase. Any increase in government spending has been funded by a growth in tax revenues and not by an increase in tax rates. Also consider how Virginia has
