The reason, it says here, only- two incumbents lost in House of Delegates races had little to do with issues as enunciated by either Democrats or Republicans, but had everything to do with incumbency. Since House districts are much smaller than Senate districts, an incumbent can more easily ingratiate him or her self with voters.
