On January 16. 1996. The Potomac Edison Company (“Potomac Edison” or “ the Company") filed with the ' Commission an application, written testimony and exhibits to support its proposal to modify its cogeneration and small power production rates under Schedule CO-G for the years 1996-1997. The Company proposes to revise and lower the energy rates currently included in Schedule CO-G. establish fuel mixes to allow locked-in energy payments for a period up to thirty years, and change the calculation methodology for Schedule CO-G capacity payments from the current levelized cost methodology to a "real avoided cost” methodology. The Company also proposes an increase in the monthy customer connection charges for each of the different types of metering.
