RICHMOND — Although this year’s General Assembly had to deal with more than 3,000 bills, the legislators quickly determined the most important issues for the state. Here’s a look at the voting record on some major issues for Delegate Jay Katzen and Senator Kevin G. Miller.
Virginia Water Quality Improvement Act of 1997 — Creates a statewide program addressing sources of water pollution through a special fund administered by the Department of Conservation and Recreation and Environmental Quality. Unanimously passed House and Senate.

State Song — Retires Virginia’s state song, “Carry Be Back to Ole Virginny,” in the emeritus category. The Senate passed 24-15 and House passed unanimously.

Campaign finance reforms for elections — Establishes campaign contributions limits for governor, lieutenant governor, attorney general and General Assembly members. Prohibits statewide officials and General Assembly members from soliciting or accepting campaign contributions during regular sessions. Passed House 95-4 and unanimously passed Senate.

Marijuana illegal as a medicine — Eliminates medical professionals’ ability to prescribe marijuana for cancer and glaucoma patients. Passed House 86-13. Killed by Senate Education and Health Committee 9-6.
