The chase went through Rappahannock County and into Culpeper County. At that point, Henry found himself a slow-moving vehicle and pulled over to the side of the road just west of the Culpeper-Fauquier county line.
The driver of the second vehicle, apparently confused by the activity around him, also pulled over.
Dep. Jenkins arrested Henry, and a Culpeper deputy on the scene arrested the driver of the second vehicle, whom he determined was also intoxicated.
