AVFRC can show that without it, they lose all reasonable use of the land or the value of the land is documented to be dramatically lower without the variance. If that hurdle is overcome, they may only grant the smallest variance that will still allow any reasonable use of the parcel, or prevent a drastic loss of value. So a change in the setbacks cannot be general, but only the smallest change absolutely necessary to avoid the loss of any profitable use.
