crafted the excise tax of 1791 to incite resistance from the states. The act mandated the registration of all stills, appointed tax collectors with powers of search and seizure and taxed all whiskey at 7(2 per gallon at the still. The professed goal of the tax was to raise 21 million dollars for defense. Let’s see, 70, per, divided into 21 Million = 300,000,000 gallons of whiskey. Wow, folks were thirsty (and the defense budget already huge) back then!
The frontier ‘distillers’ objected vehemently. A huge (for the times) armed force of nearly 13,000 under “Light Horse” Harry Lee (R.E. Lee’s father) was sent to put down the ensuing rebellion. A number of dissidents were tried and convicted of various offenses, but most all were later pardoned. The supremacy of the Federal government was established and it was all over some homemade booze.
