These strict requirements have hint Hamilton’s ability to maintain the cemetery, since he must drive down from Massachusetts prepared to work on the cemetery but without knowing for sure if he’ll be allowed access. Additionally ,the restriction to avoid all property not inside the cemetery fence makes it difficult for Hamilton to clear the plant life that is slowly destroying the cemetery grounds.
“How can I fix the [cemetery] fence if I can’t clear the trees that are breaking it?,” said Hamilton.
At the August Culpeper BOS meeting Rodgers maintained that he has been completely reasonable.
“I can’t have someone coming on my property and cutting down trees whenever they want. That’s not going to work,” said Rodgers. According to Rodgers, Hamilton refused to cooperate with him on making choices for the future of the cemetery.
