Kevin O’Connell, 46, of Fort Riley, Kansas was charged with Failing to Signal after he merged his 2000 Dodge Neon into a Superior Trucking Truck driven by Lisa Graham of Catlett, Va. The accident occurred on May 7 as the vehicles were traveling East on highway 211. State Trooper Brandon Johnson investigated the scene of the accident.
