Commissioners attached several other conditions to the permit.
The Scrutons will be able to host no more than 12 outdoor events per year and no more than two per month in May through October. They may have up to four events per year with up to 300 people and the remaining functions would have to have 200 or fewer attendees. The commission set no limit on events held inside the house.
Amplified music will be allowed on the property, but only if no discernible sound can be heard at the property line.
Portable toilets will be required outdoors for any events with more than 10 people in attendance. The toilets as well as parking will need to be located out of site of neighboring properties and F.T. Valley Road.
The permit may not be used for the engagement of an eventsmanagement firm to convert Montpelier into a commercial entity.
The permit will be up for review every two years and will terminate when the Scrutons sell the property.
The 173-acre property is in a conservation easement, so the Virginia Outdoors Foundation asked that the permit prohibit the establishment of a full-service restaurant with regularly scheduled hours and regularly scheduled events with paid admission.
