In 2007, a study by the American Council on an Energy Efficient Economy ranked all 50 states and the District of Columbia in terms of their energy efficiency programs.
Virginia ranked at 38 out of 51.
The state only got that high of a ranking because of its budding codes. But m terms of spending fear energy efficiency, Virginia tied the bottom three states for 48. At the time of the study; ACEEE reported that
