at Caledonia Farm into easement in 1973, just seven years after the Virginia General Assembly created the Virginia Outdoors Foundation to "preserve the natural, scenic, historic, open-space and recreational areas of the Commonwealth.” The Virginia Outdoors Foundation now holds the greatest proportion of easement properties in Rappahannock County.
He later bought adjacent land and put the newly acquired plots into easement. He last put property into easement in 2004.
"Every time I bought a piece of land it went into easement,” he said. "That’s the only way you can protect land.”
A few months ago, Irwin inquired with the Virginia Outdoors Foundation about an easement agreement for a new 20-acre parcel bordering his Caledonia Farm property He said he was told that the land was too small, that Virginia Outdoors Foundation was only considering properties of at least 100 acres.
