But many customers looked first to the lowest prices, rather than the best policies. That made many electric companies put their conservation measures mi hold, since such programs require starting costs. It also forced the companies to push improvements to the forefront that they previously could have delayed, further depleting conservation funds.
In the years of deregulation, conservation funding dropped from $1.8 billion in 2003 to $900 M in 1998, according to the ACEEE study.
The ACEEE worked with the governor in developing the plan. By the time they sat down, state staffers were familiar with it.
“Things are changing," Walz said. “The plan moves things forward. I think if that (the ACEEE scorecard) was done today, we would likely be in a different ranking"
But Plan aside, the state has taken some steps toward better conservation.
